I currently have 04 2120dv cc powered by a yahama 225hp outboard that has a 15x 17 3 blade propeller. The issue is have is i fish offshore and it takes 3800 rpms to get on plane. What do I need to do to get on plane quicker 4 blade prop, drop down pitch? I have trim tabs already.

Hitting 3800 RPM to get ON plane is not out of line.
On fairly smooth water..... What your MAX RPM when It's WFO.
