23se performance and motor height

I just put on a new prop and here are some performance numbers. It is a Parker 23se with an F200. Merc Rev 4 17p

wot 5600 rpm at 35 knots
4900 at 30 kt
4200 at 25 kt
3500 at 19 kt

The hull seems to be in its sweet spot at 4900, but after the prop change it feels a little sluggish in the lower rpm and I think my motor is mounted way too low. Check out these pics at cruise with 3/4 tank of gas, no gear and one person.
