Frozen Pee Hole Question

I recently fished the Chesapeake Bay Bridge Tunnel and found that when I started the engine (in the water) no water was coming out of the pee hole (Yamaha 200 4 stroke). So I shut her down, checked the pee hole and found nothing. I tried it again and still no water. Another guy close by told me to just let it run for about 10 minutes and it will de-freeze/unclog the hole. He seemed to know what he was talking about (he gave me a technical explanation) so I tried it and it worked. I thought that if there wasn't any water coming out of the pee hole it would damage the engine? Can someone confirm it's OK to keep the engine on (in the water) until it heats up and starts to pee and it won't damage the engine. Thanks.
 
its a big cooling system so if it doesnt come out at the pee hole it will circulate down to somewhere else. Not to mention if the motor was hot enough to hurt itself it would be hot enough to melt the ice first.
 
If this is a regular occurrance, you might consider installing a water pressure gauge to assure yourself of proper cooling water circulation.
