cut some 3/8 hose then conected to end of primer bulb in bildge after running hose up through drain plug. I then added and old primer bulb I had lay'n around to another section to get siphon going. Worked well. Does this confirm I dont have a anti siphon valve on my tank ?

I would say no it didn't confirm it, as that added primer bulb could have created the suction to open the anti-siphon valve which prevents "free draining".

Best and only way to check it is to remove and inspect the fuel fitting to the pickup boss on the tank.
 
An easier way is to blow air with a compressor into the fuel line above the tank and see if it blows air into the tank or it stops. If air blows freely there is no anti siphon valve.
 
Thanks for both replies, very helpful as always. Will inspect and try compressor idea. Update: It wss the vaccum created, tank will not "free" leak fuel.

For any GI Doc's/RN's out there this picture could also be titled "Parker gets endoscope inspection"
 
My tank would not continue to siphon once the bulb was not squeezed. It siphoned fine with the anti-siphon valve removed. I'd say either you don't have one or it's stuck OPEN. I drained a tank with an anti-siphon valve by using a vacuum system.
