Need help determining part on Yamaha 175

I have a '97 Yamaha Saltwater Series II 175 hanging off a Parker 2110. I had a bolt shear off on a component located at the forward edge of the upper casing right above the lower unit. I'm trying to figure out what the component is but haven't had much luck searching the good ole interweb. There are two covering plates on either side of the upper casing which allows access to it. In the first picture I've circled the part Im trying to figure out and the second image is a close up of it without the cover plate. Any help is greatly appreciated!

Typically those are called something like "Cover, Mount Bracket Lower" for left or right side. It is part of the OB pivot or turning arrangement off the OB transom bracket.

I have NEVER serviced one, not have needed to, in 40+ years.

Mix 50/50 mix of auto trans fluid and acetone and soak the remaining bolt, or use EZ-Out and heat hammer (torch) to remove it. Else I'l probably secure it with the one bolt and a good glop of 3M 5200 or 4200 where the other bolt went. Another option, would be to drill snapped off bolt with cobalt drill to #10 size bolt and tap it, then use washer under the bolt head.
 
Thanks a lot for your reply, it was driving me crazy not being able to find this info. Assuming I can the bolt out, do you see any reason why I can't replace it with a galvanized or stainless one bought at my local hardware store?

Use SS, never galvanized, and grease it well!
