new leaning post install advice/help

Well,spring project is moving along,got the deck gel coat non-skid done, now trying to install the leaning post. I like things done right so I purchased 16 snap-togglers in order to secure it to the deck. I drilled the 1/2" rrequired holes and used penetrating epoxy to seal the holes to "protect the core"! Only problem is the wing on the toggle bolts wont open because there is foam under the deck. Any ideas?? :evil:

Take an Allen wrench, grind the short 'L' side to a single edge cutting point like a lawn mower blade, chuck long end in cordless drill ... and got to town. A good shop vacuum will pull out the foam chips. Also drill down a tad w/ a spade bit first maybe ...
