Have you checked the fuel pick up tube? Sounds like it might have somehow broken off and it is not reaching to the bottom of the tank.
 
I replaced both fuel pickup tubes using Moeller nylon tubes.
Primary tube was ok and kept it as a spare but 2nd tube was broken and someone inserted copper tubing in the remaining portion of nylon tube for it to touch bottom. I am glad I pulled both tubes.
You can check the fuel elbow and ASV ant-siphon valves for blockage.
ASV uses a small ball bearing and spring and fuel can restricted if there is debris. I also replaced the fuel filter under motor cowling.

How did you secure Moeller tubes, where do you buy them ?

I wonder if all Parkers have 2 fuel pick-ups...for change out offshore,
anyone with an 18 that can comment ?

I ordered tubes, ASV and 3/8" elbows from Moeller but you need to determine the proper size, My mine was 3/8" at both ends of the elbow.
To install the nylon tubes, I placed the end in boilng water for less than a minute and gently insert the elbow to tube stop

Some key points I have learned from the postings

You can carefully remove the fuel elbow and check the tube and ASV.
Some tubes might have a screen at the end.
If intact clean and reuse
Some remove the ball and spring in the ASV. Some leave as is.
You consider installing an inline filter and water filter. I have a Racor setup. Check and replace the fuel lines and primer bulb as needed.
Keep a spare fuel line, primer, external and internal fuel filters in your boat bag. Use a thread sealant rated for gasoline for the fuel elbows.
I used Permatex gasoline rated sealant

If this does resolve it, look at the cards or VST filters on FI motors.
fuel pump or vent hose

All of this was from here plus Andy at SIM and his online service tips.

Also check your fuel tank is grounded and the fuel sender is not leaking. Mine was ok.

Tanks with dual pickups are for 2 motors or with a single, the other is a spare is my setup
