Pull all cockpit hatches and inspect for cracks and failing O rings
How dirty is the top of tank? If very dirty, the hatches have been leaking. Best thing to do to replace with new hatches and use sealant.
Fuel sender gasket will fail. Carefully replace and don’t strip out holes.
I installed a Racor fuel and water filter with a clear bowl to check for water.
Replace fuel fill O ring.
Lube all O rings and check regularly .
Leaky deck hatches causes foam to be water logged.
