1992 Parker 2110 Floor Deck transom question

I just had a prospective 2110 boat marine Surveyed and the Surveyor brought up a couple issues and wanted to know what you all think. I am new to the board and found information on Parker boats most helpful on this site.

Question. The Marine Surveyor discovered approximately half the exposed floor deck basically from the capt. chairs to the 1' away from the transom as holding moisture of around 33% especially around the access port at the fuel tank point. I had one person suggest I cut the hole bigger for a larger access port then open the ports when not in use. This will allow the air to dry out when not raining and when it rains the rain will go to the bilge instead of resting on the deck then soaking through the floor. At the same time whatever new access port I would have to seal properly so no water seeps into the plywood.

The surveyor felt that the rest of the hull is in sound condition just an area of delamination around the port access hole. Is something like this a deal breaker on a purchase of the boat. Depending on price point is a factor I need to still negotiate and haggle with the owner of said boat of course. There are other smaller issue but nothing earth shattering.

The other factor to weigh in this is that the transom has been completely rebuilt maybe 3 years ago and looks sound and surveyor felt this was a great thing. Just wondering if means a bigger underlying issue?
