2011 21 SE anchor bang

New owner of 21 SE , vertically stored anchor in forward locker knocks while boat is underway . I have tried foam floaties wedged in top of locker ,no help . Looking for suggestions .

i have a hasp on each side of the anchor. put anchor in first, then load line thru top evenly around anchor to stop banging. it works on my 2000 21dv.
