2320 low speed problem

I recently bought a 2000 2320 with a 200 Yamaha 4 stroke. I have had a number of boats but never this problem. At 4200 to 4400, I can only get 15 mph. I changed props and had the engine checked - no change. I am running 30 gallons of fuel with 400 lbs of people weight, a 110lb kicker and 250 lbs of boating junk. Anyone know what I can do to get more mph without going to 300 hp?
 
Outboard motor is mounted in 3rd hole from top. Max rpm is approx 5700.
 
When your max RPM is 5700, what speed are you going there?

You changed, props, what prop did you have first, and what prop did you which to ?
If you know the brand/model/size that would be helpful.
aluminum or stainless.

Is this the 6 cylinder yamaha F200, or the new 4 cylinder 4 stroke?

Is the bottom of the boat clean, no growth at all?

Also might check to make sure there is nothing mounted on the hull inline with the prop, like a water pickup, or a transducer or anything.

Well, just for reference, I run a 200 2stroke johnson and 200 is just not enough motor but not as bad as the numbers your stating. My motor is about 100 lbs lighter but I have kicker like you too. My setup is probably one of the closest to yours you'll find because most 2320 run 225 and up. I can cruise at 4200 about 26mph and WOT is about 35 at 5800. Now my motor is on a jack plate and I can raise and lower easily to find optimal. You numbers however, would lead me to believe you probably are having a slippage issue. I am sure some others will chime in more knowledgeable than me but I agree, there is something way wrong.
