I had one that was sticking badly and was getting ready to break. Upon disassembly, the whole shaft was rusted badly. I had already scraped/brushed and lubed before it occured to me to post. All of them had rust originating inside the lower sleeve, see pics. Also lube the little rolling sleeve on the cowling itself. Take the spring off, remove 12mm, top cap spring mount thing, wavy washer and flat washer, then push the shaft down and out while exercising the lever. There are little top and bottom Teflon/plastic sleeves, see pic. I was greasing the whole motor and lucked into this. Piece of cake, but crap like this is a needless expense if they break...
You will need:
Some kind of spring removal tool (loop of wire)
grease gloves
12mm socket
wire brush
waterproof grease
20 -30 minutes
