Hey just was on Delaware.gov and found out that as of Jan. 1,2009 any one fishing in Delaware waters needs a FIN number Fisherman Information Network It does not cost any money (thank god) but you can go to www.delaware-fin.com and reg. Tom
 
do you need this in addition to the fishing license? I had a trip or two planned to launch out of de this past fall but cancelled due to the permits needed to launch the boat and the fishing license. You cannot buy just a day pass, you have to buy a seasonal pass. It is too bad because all the local businesses lost out on my dollars because I couldnt justify paying the yearly taxes and have bad weather or only using one or two trips. I hauled to OCMD instead.
 
Unless that ramp fee is new for 2009 I have never had or heard of one. I launch at a free public ramp at the Indian River Inlet next to the bridge. It is manned by two people that shuttle you from your car to your boat after launching- they are DE employees. If you needed a permit I am sure they would be the ones checking.
 
DE Ramp certificate is for boats with out of state registrations. If your boat is registered in DE you dont need one. Unfortunately you can only buy the certificate which is good for a year. I dont mind paying to use a ramp but I am not going to pay $35 to use it once plus $50 for fishing permit. Unless I know I can do several trips that is a lot to pay for just taxes for one or two trips.

In fairness Maryland is getting bad too. I heard that some parks on the Chesapeake are charging out of state people to use the ramp and then to park their vehicles. You also need a license to fish the bay. However, you can buy the license for a day or a week at a time for less. I think the park ramp fees are like $5 or $10. I buy a season long pass for SPSP at $75 per year but that is access to the whole park. It is only a few dollars to launch your boat there but they do charge per person to get into the park in the heat of the summer months on the weekends. The fees are the same for all.

Sorry DE, but your taxes prevented me from spending money in your state as I am not paying all that tax money for one or two trips.
 
The people that are talking about paying to use a Delaware ramp I not sure what ramp they are using :?: :?: I have never seen a out of state boat pay too use a delaware public ramp? The public ramps in delaware are all full of out of state cars and trucks in the parking lots. In maryland you have to pay too use a public ramp some places up too 10 or 15 dollars each time you go in the water. When I had a smaller boat I had to rent a boat slip because I could not get in and out of the ramp because of all the out of state boats. You can't fish in the chesapeake with out buying a license and you can not use the ramp for free you will not find any of them in Maryland. You do not have to spend 50 dollars for a boat license all you need is a license that cost 10.50 for one year? This FIN number I think is more of a homeland security thing, but if you go to www.delaware-fin.com they tell you all about it? You still have to buy any permits or licenses that you have to buy. All public parks in DE require the permit for out of state visitors.. see the link above.


Like I said MD is getting bad too but DE is known even stalk the NJ boats for a fishing license in DE Bay.

to compare for one day of fishing though:

You can get a weekly fishing license in Md and ramps are $5-$10. Even if you have one at $15 and if you get a weekly fishing license for $6. That is $21 in taxes for a day of fishing versus the $85 for DE. DE is 4-7x that of MD for ONE DAY. My beef is that there are no provisions for those that want to fish one or two days. DE offers yearly passes or not at all.
 
Hey you can go to the public ramp at the Indian River Inlet and watch the out of state boater lanch there boats for free I also think that if you want to pay there I think you can get a one day pass it might say you have to pay 35 dollars but there is no one to stop you from lanching your boat there? There are also some state parks that charge you to get in for the day that have boat ramps? I am at a new marina and a new boat slip. I,m sure they have a one day ramp fee so you don't have to pay for a year? They don't have a one week boat license but they have a 7 day fishing license for one person for 12.50 so why buy a boat license it only good if you are taking a lot of people with out licenses? The permit to launch out of state boaters in Delaware has been in effect since at least 1982. When we lived in Maryland and fished Delaware Bay some ramps always checked and some never checked.
 
I will call the DE DNR again in the spring but was told that if I was on a boat that I needed their boat license and that a ramp permit was a must for all DE state parks for out of state registered boats. It was only after a call to the DE DNR that I chose to fish other locations instead. They did say that I could run to the NJ side of the bay, catch fish, and return to the ramp without the fishing license but I that I was not to have my lines in DE waters without it.
