Fuel Vent Issues on 1990 parker

I've been having issues filling my 1990 parker with fuel. I trailer it to the gas station and fill it with approx 1/4 gallon of gas and it shoots it back out the fill hose. If I take my time and keep slowly putting fuel in I hear the tank expand under the deck. After jiggling the fuel vent hose it will release all the air and shoot some water/fuel out the hose. I ended up replacing the fuel vent hose, the fuel vent itself. I put a loop in the new fuel hose to make super sure I wasn't getting water in the vent hose. The next time I went to the gas station same situation, but I actually had to blow back in fuel vent before it would release the pressure. The fuel vent is welded on the tank, I can't figure out where/how I could remove the backflow valve, as I don't need it since I put a loop in the fuel hose and put an anti-backflow fuel vent as well. Has anyone removed this before?
 
No one has any ideas. I'm really just wondering if Parker put internal backflow valves in the fuel vent side of their gas tanks or if it's something else wrong. My tank is the 120 gallon version.
