Grey connector off in 115?

I am working on setting up my 1801 I bought from another on the board. I finally got around to looking inside the fuse Panel inside the cowling, and noticed a Grey connector with a keeper cord on it, it has what appears as to be a loop back wire in it. This connector cap was off, and I assume it was supposed to be. This is on a 2006 4 stroke 115. What is it and should it be left off?
 
Thanks for the info, but there is no diagram for the electrical 2assembly on the parts site for that engine, plenty of diagrams for fuel, and other stuff. I will keep looking, this connector with the wire in the cap was just dangling down, but I can not be sure I did not accidentally pull it. Something tells me I should not just put it back on, it sure looks like a loop back cap to me.
 
The cap should be installed. It has a jumper wire on it. Also, the lanyard is to keep the cap from being lost.

The plug is the YDIS port (where your mechanic will connect his lap top computer to get engine information and to do diagnostic tests.
 
Thanks for all the input! I went ahead and reattached it, I am still trying to find the connector in the diagram! Thanks for answering what was my first post on this site!
