Low Bow Rail Install?

Anyone know if the hole pattern (spacing) on low bow rails (21SE) is IDENTICAL to high bow rails? May want to go high to low...

Don't know about 21SE, but the 2320 high & low have the same pattern. I asked Parker directly a while back.
