Sea Star steering issue

Have steering at the second station, but nada at the forward helm. spent two days trying to purge to no avail. any thoughts....

the boat was built in 2010

Watched a youtube video on how to rebuild these pumps. Didn't realize how simple they were. I pulled the pump and the first thing I did was check the check valves. Low and behold they were stuck. Cleaned them reassemble the pump and reinstalled the pump. Topped off the fluid worked the wheel and bingo. Back in business.
