Its hard to explane , but its just a different way of using the power
To (hopefully helpfully) re-phrase a bit:
At a given rpm a 4-stroke outboard will generally have less torque than a 2-stroke, so in order to achieve the same power output, you have to run at a higher rpm (power is roughly rpm x torque). At a constant boat speed, the 4-stroke is relying on more rpm to make the same power that the 2-stroke is making using its torque. When trying to accelerate from a given boat speed, the 4-stroke has less torque available so requires more time to pick up speed.
