Transom repair

I have a 1986 Parker 2520 that appears to have some cracking at one of the upper outboard bolts. Can anyone tell me what material is in the transom anf if they had a similar issue with their boats.

Transom has a plywood core.

Can you check to see if its rotted or has a high moisture reading??
