Okay so i got the shuttle piston out and everything looks good. Took the motor off and everything was pretty nasty in there so im cleaning that all out. I cant get the spring seal out at the moment and im guessing this is my main problem. Any insight on if this would cause my issue/ any idea on how to get it out? thanks.

Also, my advice would raise the pistons all the way up, than down just a bit. Remove your main tilt rod, than your trim rods. Tip over to drain, fill trim cylinders with fluid right up the the threads, install trim rods/caps. Than do the same with tilt ram. You should almost be air free, might have to cycle once or twice.

Okay so 39, 37, 38, 41, 40, 73, 41 were stuck inside. (bottom left of photo) Got them all out and had to order a new 39. I stripped everything down but did not go further than the canister on the reservoir side. The photo you posted of the tilt down issue being the relief valve makes me wonder if I should. But the main piston will tilt down, just the trims wont. Could it still be the relief valve? I stopped at number 44. It is still all apart so I could keep going but I would rather not if it is going to cause more harm that good. Let me know what you think. Thanks for your help, I really appreciate it.
 
I just made sense to me that it was the assembly that was stuck because it is connected to the manual relief valve and when I used the manual relief I could push the trim pistons in. But on the schematics in the bottom of the reservoir there are parts called 'relief valves' so it makes me wonder if it was them. But they dont seem to be connected to where I thought the issue was.

And yes, the first photo i posted is part of the gear pump assembly. Its actually a very fragile unit. One diaphragm specifically can easily be place upside down
