Yes, I had drips from rain water at the switch panel too. The panel was not sealed just mounted so water and gravity made for drips in the console. It was easy to just remove the mounting screws of the panel, seal with a non-adhesive sealer. This stopped most major drips. I had one little left...

I always feel like the 250 has plenty of reserve power to tap. When loaded with people and gear it just needs a little more throttle but the engine is not working harder to run a the same speed when lighter, if that makes any sense. It can troll too fast in some conditions but a 15 vs 15 1/2...

15 1/2 by 17 is a good try for a prop. adjustment. Try changing props first as the easier of the 2 task at hand and may just solve the issue. I am lighter than your specs but at 5100rpm ( yama250, 15 1/2 x 17 SS prop) the speed is in 40 mph range. At 4000 to 4100rpm she cruise nicely at 30 mph.
