In your last picture, what is the hinged filler piece between the 2 front compartments made of?

It's made of fiberglass. It's part of the boat.

I bought a 23DVCC and that part had been removed. I was going to replace it with Starboard. Does it bounce or rattle?

No, it remains silent since it clips/locks shut.

add clips both sides, not just one side like the factory did. Before the console had a porta potty, a port potty could be stowed here and then pulled out for a en plein air potty.
West Marine has a set of the clips. It's the kind that a screw head clips into a plastic prong looking thing a ma jig. I am replacing my one clip this spring and adding clips both sides. A bungee cord tie down could also work, yes, it can flip up rarely when you really hit a good bump or two as mine did and then cracked the clip.

Not sure what year the 2300dv started having a porta potti in the console, does this have one?

This one does does not have the head in the console. But it does have the cooler seat on the front of the console.
