One of the things that I have done when building a New tank is a Rear vent. Filling a Large tank at slow speed is a PITA. The rear vent fix's it. It T's into the front vent.

I had similar problems with my 1999 2320. Took out screen from my vent and now have no problems. Screen was not clogged but that small resistance had to be the problem.
