This is a 2020 Yamaha 300 that has a damaged cavitation plate. Any ideas on the best way to repair and I do not have the broken piece. Recently aquired on a newer boat.

That isn't the Anti-Cavitation plate. It is a spray shield which should be above the water surface when running. No need to fix it. The Anti-cavitation plate is below and behind the spray shield.
 
Yeah....it does spray up quite a bit on the right side while under way. I will come up with something.

Just hit it with a file or Dremel to smooth all edges, and repaint.
See if there are any prop shops in your area that can recommend a welder that does skegs.

Usually, most prop (propeller) shops can fix that. Same with a broken skeg.
