Help please

Starting on rebuilding my 2300 SE I bought last year. I have discovered that the deck drains are both not functioning. I cleaned them out as best I could but still not draining. Any advice is much appreciated. These are the two on each side of the batteries just inside the transom. Also, do they just drain to the bilge? It's so cramped under there I can see where they go.

Guy has a 2000 and his drains into the bilge. I'm shocked, that they made it that way. That was one of the things on my list when I bought my 2005 Parker. There are two on each side on mine that drain out. It's easy to check. Look in back and see if you have scrubbers.
 
Thanks Marty. I couldn't tell what was going on. They had the back plate of the scuppers still attached to the boat and just silicone over them and bottom paint. Was hard to see. I took them off and scraped the silicone off and there were the backs of them. Looks like I just need to replace the scuppers. The brass looks good. Should I replace that while I'm doing the rest?
