I'm want add an additional rod holder to the gunnel on my boat.

This may be a stupid question but are the gunnels wood cored or solid fiberglass?

Wondering if I need to encapsulate any wood after I drill some holes.
 
Not sure, probably wood core. Start installing. If you drill into wood be ready to coat the fish surfaces with epoxy resin. Several coats would be best. If you're doing a screw hole just drip the resin down into the hole and let the wood absorb it. If you cut a hole, tape up the bottom with masking tape to catch any runs. Use a brush to coat the inside surfaces of the hole.
 
I have a 2019 and the gunnel supports the factory mounted the two rod holders on for each side are glassed wood. I had to swap the fore and aft holders so I could use them for my rods.

Yes, wood core.
Yes, should seal the wood and screw holes with epoxy.

If you do a search of the projects section, you will find my project where I added an extra pair of rod holders to my 2520.

Sorry. I thought you were referring to the the rod holders on the gunnel supports. I'll be quiet now.
