Help on 23se prop 225 yamaha

Looking for the right prop for my boat. 2001 23SE with 2023 225 Yamaha. Had an aluminum 14x19 and boat was very sluggish and got to around 5300 rpm so tried a 15 1/2 x 17 stainless and performed better but will only hit about 4900 rpm. Thinking the pitch is about right but to large diameter. Any help is appreciated.

Was around 38-40.

Any bottom growth or paint (free to check)? Can you weigh the boat to check for water in the hull (20ish bucks at Cat scales, plus you will know what your truck and boat weigh)?
