They are mounted to high to really be a spray rail. What it is ,......is a lower mounted rub rail for smaller boats. Jon boats with lower sides would eat up the gellcoat below the standard rub rail. This being a wildlife officer boat..They would be making a lot of lic checks and holding a boat along side.
 
. . .. .nope. .. .but funny you post this today. Last night I was doing some search on lift rails (strakes) for another boat I have. I came across a post on Downeast Forum . . ... ..the boat had a similar rail running down the hull in the same area. . .. .but it is not used as a spray rail. It is more or less a rub rail for at the dock. . . .. or seeing the boat is a wildlife officer possibly other boats??
